These little antique pulls are almost impossible to locate and these have never been used!  Unlike the sash “lifts” that are recessed into the lower sash to raise them, these go in the upper sash at the top (on the very high windows in old buildings and historic homes) so that it can be lowered without getting a stool to reach the top.  A circular cut-out is made to inset in the wood and a pull down hook pulls the window down enough so that you can then grip the window with your hands. The smaller photo shows a different upper sash pull and the hook so you can see how it works. That photo is just an example for reference only.

The construction is wrought iron with what was known as a dull brass finish. Screws have been lost over time but are easily replaced at your local hardware store. If you need a hook you can find them in Windows>Other.
